Tạm dừng cứu hộ vụ sập cầu Phong Châu do nước chảy xiết
Chiều 9/9, Cục Quản lý đê điều và Phòng, chống thiên tai (Bộ Nông nghiệp và Phát triển nông thôn) dẫn báo cáo của UBND tỉnh Phú Thọ cho biết, khoảng 10h02 cùng ngày, cầu Phong Châu (kết nối 2 huyện Tam Nông – Lâm Thao, tỉnh Phú Thọ) bị sập, cuốn trôi trụ T7 và 2 nhịp dàn chính (nhịp 6 và nhịp 7, thuộc địa bàn huyện Tam Nông).
Sơ bộ xác định tại thời điểm xảy ra sự cố có 8 phương tiện gặp nạn (1 xe tải, 1 xe con, 5 xe máy, 1 xe đạp điện). Theo Cục Quản lý đê điều và Phòng, chống thiên tai, các lực lượng chức năng đã cứu, đưa 5 người bị thương đi cấp cứu tại cơ sở y tế.
Tại hiện trường vụ sập cầu Phong Châu (Phú Thọ), Đại tá Trần Nho Lương – Phó Chỉ huy trưởng chiến dịch, Tham mưu trưởng Bộ Chỉ huy Quân sự tỉnh Phú Thọ cho biết: “Do nước sông Hồng dâng cao, chảy rất xiết nên công tác cứu nạn, cứu hộ buộc phải tạm dừng“.
Về nguyên nhân khiến cầu sập, Sở GTVT tỉnh Phú Thọ báo cáo nhanh là do ảnh hưởng của bão số 3 (YAGI) gây mưa lũ, nước sông Hồng dâng cao, lưu tốc dòng chảy xiết đã làm thay đổi địa hình, địa mạo dưới lòng sông khu vực cầu Phong Châu, kéo đổ trụ T7 làm sập 2 nhịp dàn chính của cầu (nhịp 6 và nhịp 7).
Tỉnh Phú Thọ đang phối hợp với Bộ Giao thông vận tải, Quân khu 2 và các lực lượng chức năng tích cực, khẩn trương huy động lực lượng, phương tiện và các biện pháp cần thiết để tìm kiếm người mất tích; cắm biển cảnh báo khu vực nguy hiểm, phân luồng giao thông và đảm bảo an ninh trật tự.
Trước đó, Thủ tướng Phạm Minh Chính đã ký công điện yêu cầu các bộ ngành, địa phương tập trung khắc phục sự cố sập nhịp cầu Phong Châu.
Quảng Ninh: Vỡ tràn đập Hà Thanh, 400 hộ dân di dời khẩn
Ngày 9/9, theo thông tin từ Ủy ban Nhân dân huyện Tiên Yên (tỉnh Quảng Ninh), đập Hà Thanh (xã Đông Hải, huyện Tiên Yên) bị tràn và vỡ khoảng 50m.
Nước từ công trình đã ảnh hưởng đến khoảng 400 hộ dân thuộc 3 thôn: Hà Tràng Đông, Hà Tràng Tây, Nà Bắc. Rất may sự cố không gây thiệt hại về người.
Theo người dân tại ngõ 2, thôn Hà Tràng Tây (xã Đông Hải), khoảng 6 giờ ngày 9/9, lũ dâng cao đổ về nhanh, tràn đập Hà Thanh khiến hàng trăm ngôi nhà bị ngập cục bộ; hàng trăm ha lúa bị ngập nước.
Ngay sau khi sự cố xảy ra và nước lũ rút, hàng trăm chiến sỹ Công an huyện Tiên Yên, Ban Chỉ huy Quân sự huyện, Đội Cảnh sát Phòng cháy, chữa cháy và Cứu nạn, cứu hộ, Công an tỉnh Quảng Ninh đã được điều động khẩn trương đưa người già, trẻ em đến nơi tránh trú an toàn, giúp người dân di chuyển đồ đạc, vật dụng sinh hoạt, đồng thời hỗ trợ dọn dẹp vệ sinh, bùn đất giúp người dân sớm trở lại cuộc sống bình thường.
Cao Bằng: Sạt lở đất nghiêm trọng vùi lấp 2 xe ô tô, hàng chục người mất tích
Mưa lớn diện rộng kéo dài từ ngày 7 đến 8/9 ở Cao Bằng đã xuất hiện lũ, trên các sông, suối gây ngập lụt khu vực ven sông vùng trũng thấp. Bên cạnh đó, sạt lở đất xảy ra nghiêm trọng tại nhiều khu vực trên địa bàn tỉnh gây thiệt hại lớn về người, nhà ở, công trình cơ sở hạ tầng (giao thông, y tế…).
Sáng 9/9, một xe khách lưu thông trên quốc lộ 34 hướng từ huyện Bảo Lâm đi TP Cao Bằng, khi đến xã Ca Thành (huyện Nguyên Bình) bị khối đất đá lớn từ taluy dương sạt lở vùi lấp. Thời điểm bị nạn, trên xe có hàng chục người. Sau nhiều giờ tìm kiếm, lực lượng chức năng địa phương đã tìm thấy 2 xe bị lũ, bùn cuốn trôi cùng 2 người đã tử vong. Tuy nhiên hiện nay chưa xác định số lượng cũng như danh tính người gặp nạn.
Trước đó, vào lúc 4h ngày 9/9, trên địa bàn này đã xảy ra sạt lở đất vùi lấp nhà, bé trai T.C.C (SN 2020, thường trú xóm Lũng Nọi, xã Vũ Nông, huyện Nguyên Bình) thiệt mạng trên đường đi cấp cứu.
3 người bị thương gồm cháu V.T.L (SN 2017, thường trú tại xã Hưng Thịnh, huyện Bảo Lạc do tôn cắt vào chân) và 2 người chưa xác định danh tính tại xóm Lũng Súng, xã Yên Lạc, huyện Nguyên Bình).
Cảnh báo lũ khẩn sau hoàn lưu bão số 3
Sáng 9/9, Trung tâm Dự báo Khí tượng Thủy văn Quốc gia phát tin cảnh báo lũ khẩn cấp trên sông Thao, sông Lục Nam; tin lũ trên sông Cầu, sông Thương, sông Hoàng Long; tin cảnh báo lũ trên các sông Bắc Bộ và Thanh Hóa.
Về hiện trạng diễn biến lũ trong 12 giờ qua, theo đại diện Trung tâm Dự báo khí tượng thủy văn quốc gia, lũ trên sông Hoàng Long đã đạt đỉnh và đang xuống, đỉnh lũ tại trạm Bến Đế 3,81m (dưới báo động 3 0,19m); lũ hạ lưu sông Mã đã đạt đỉnh và đang xuống, đỉnh lũ tại Lý Nhân 9,69m trên báo động 1 0,19m.
Mực nước sông Thao (Yên Bái), sông Cầu (Bắc Ninh), sông Lục Nam, sông Thương (Bắc Giang) đang lên.
Trong 3 – 9 giờ tiếp theo, lũ trên sông Thao tiếp tục lên và có khả năng đạt đỉnh, đỉnh lũ tại Yên Bái ở mức 34,10m, trên báo động 3 là 2,1m…
Cảnh báo từ 9 – 11/9, trên các sông khác ở khu vực Bắc Bộ xuất hiện 1 đợt lũ. Trong đợt lũ này, đỉnh lũ trên các sông nhỏ tại các tỉnh miền núi phía Bắc, đặc biệt tại các tỉnh Lạng Sơn, Cao Bằng, Bắc Kạn, Bắc Giang, Lào Cai, Yên Bái, Hòa Bình, Sơn La lên mức báo động 2 – báo động 3, có sông trên báo động 3.
Bên cạnh đó, Trung tâm Dự báo khí tượng thủy văn quốc gia cũng cảnh báo nguy cơ ngập lụt, khả năng xảy ra các thiên tai khác đi kèm.
Nguy cơ cao xảy ra ngập lụt tại các vùng trũng thấp ven sông tại các tỉnh Lạng Sơn, Cao Bằng, Lào Cai, Yên Bái, Bắc Giang, Bắc Kạn, Thái Nguyên, Hòa Bình, Ninh Bình, Thanh Hóa; lũ quét và sạt lở đất trên các sườn dốc ở khu vực vùng núi Bắc Bộ, Thanh Hóa.
